    The Civil War: The Volunteers and Draftees of Lisbon Township

    The Wisconsin Regiments thatmen from Sussex/Lisbon fought in are listed below along with biographicalinformation for some of the individual soldiers (click on soldier’s namehyperlink). Note: Some of the men listed below have not been identified as beingfrom the Sussex/Lisbon area, and there are others not yet identified as being amember of a particular regiment and company. Also be aware that many Wisconsinvolunteers and draftees may have been in other state regiments to begin with orassigned to other regiments due to later reorganization during the war. Inaddition, many don’t have their residence listed or it’s listed as”Waukesha Co.”. It does not comprise all soldiers the Town of Lisbonfurnished, as some, enticed by large bounties, enlisted in other portions of theState, and were credited, of course, to the localities where they signed theroll. Only one individual is listedas being from Lake Five, none indicated Sussex as their residence, most listedLisbon (the Town of).

    Much of the information below was found in Wisconsin Volunteers, War of theRebellion, 1861-1865, Vols. 1. and 2., Madison, Wisconsin, Democrat Printing Company,State Printers, 1886.; and in The Historyof Waukesha County, 1881

. There were noindividuals listed at the end of Wisconsin Volunteers, War of theRebellion, 1861-1865, Vol. 2., that enlisted in or were drafted in a U.S.Regiment but were credited to living in the Town of Lisbon. Furthermore, no”colored” soldiers or disabled (in the Reserves) are listed as beingfrom the township.

    Throughout the War, death fromdisease, often took a greater toll  in the Wisconsin Regiments than diddeath caused by wounds received in battle. Many soldier died of an unspecifieddisease.

    Information is listed by regimentand company, then last recorded rank of the soldier, if no rank is indicated, itis assumed they were Privates. Muster In and Out (discharged) dates maybe included as well as brief service engagement info. Check the AlphabeticalListing by Surname if you can’t find an individual, it may contain additionalinformation not in the Regiment/Company listings. CampScott
A Civil War reception center and training camp established in 1861 at Milwaukee.Camp Scott was located on Spring Street (now Wisconsin Ave.), west of 12thStreet. Wells Street and Kilbourn Avenue are the thoroughfares that bound theCamp Scott area today. This was the training site for the 1stWI VI.

I have been on somewhat of a personal mission to correct his military history records which were done so by by the following:

July 8, 1898 Act of Congress (private no. 384) Approved July 1, 1898 honorable discharge given;

 

You can  check this at the Wisconsin State Historical Society.  Here is an excerpt of their hearing:

    For years Patrick was troubled by his apparent listing as a deserter and this came to issue in 1896 when he applied for military benefits and to live in the Wisconsin State Veterans Home in Waupaca , WI .

 

 

    Patrick provided documentation that actually went to the Department of the Navy and then to Congress which removed the desertion charges and provided him with an honorable discharge in 1898.  In the committee hearings the following was transcribed:

 

 

    In addition to the foregoing House report, the committee gives an extract from a private letter, written by James Murray of Fremont , Nebraska , to a Senator who says he has implicit confidence in his statements.  Mr. Murray was a Captain in the Twenty-eighth Wisconsin , from which Hanley deserted.  He says:

 

 

    “I was one of the line officers in the Twenty-eighth Wisconsin.  You were another.  My company was H.  Now to business.  A man whose name is Patrick Hanley enlisted upon the occasion of the organization of the Twenty-eighth from Merton or Lisbon and chose company H to go in; Went to Camp Washburn with the rest of us, mustered, drilled, and on the whole was a good soldier, no way disorderly, and was, I verily believe never reprimanded by any of his superior officers.  He went home; we marched the next day; he failed to get back in time; he followed us to Chicago ; we were gone; he enlisted in a battery at that place (mercantile) was rejected for a physical disability of some kind.  In a short time he enlisted in the Navy and served three years.

 

 

    Of course most of this has been told me after we got home, by him.  I know this however, while we were in camp in Mobile (AL probably March/1865), one of my men came to me one day and said: “Patrick Hanley is down on board of a gunboat and expressed a desire to see us, but said that I would have him arrested  as a deserter, and that he had seen about as much service as any of the Twenty-eighth, he would not like to be arrested.  As the war was about winding up I forbore to send for him.  Well, of course, he reported as a deserter and the muster-out rolls so reported him.  It seems that he not long since found it out.  He writes that he is seeking to get the disgrace effaced on account of his children.  I sympathize with the boy (Patrick was 52!) particularly in that respect.  Congressman Cook of Wisconsin (Samuel Andrew of Neenah ) is trying to have a bill passed restoring him.  Now, as you were in those days one of us, could you not, if you deem it right, etc. give the matter a helping hand?  My recollection of the boy is quite vivid and I found him dutiful, orderly, and a manly young man.”

 

 

    While Hanley might have persevered in his attempt to overtake the Twenty-eighth Wisconsin and thus avoided the charge of desertion, we think that his conduct in seeking to enlist in the Mercantile Battery[1], and enlisting and serving a year in the Navy, shows that he was not endeavoring to avoid the service of his country and the committee report the bill back with a recommendation that it do pass.

[1] The Chicago Mercantile Battery was one of the most renowned artillery units in the Civil War.

Camp Washburn
A Civil War reception center and trading post established in October 1861, CampWashburn was located on the old Cold Spring Racetrack west of 27th Street, whichat the time of the war was outside of the city limits of Milwaukee.

Corp.Charles H. Wildish; Co. A, 28thRegiment, Wisconsin Volunteer Infantry

    Charles H. Wildish was born inEngland, January 2, 1840. When three years of age he came with his parents toWisconsin, and lived on a farm in the town of Lisbon, Waukesha Co., Wisconsinuntil nearly out of his teens. He was attending the state university at Madison,Wis., when he caught the war fever. He enlisted Aug. 15, 1862, in Co. A, 28thRegiment, Wis. Vol. Infantry. He went into Camp Washburn, at Milwaukee, with hisregiment in the month of September. The regiment remained in Camp Washburn untilthe 20th day of December, when they were called south.

    The entries in his diary were made daily,and the different moods and feelings in his life are exhibited in his dailyentries. He dropped his pen on the 28th day of July, 1863, and the pagesthereafter are blank. He died of malarial fever on the 21st day of August, 1863,and his body is buried on the bluffs back of Helena, Arkansas. His diary wassent home by his comrades, and the original diary is now in the possession ofhis brother, Joseph E. Wildish, of Milwaukee, Wis., who prizes it as a treasureof great value.

Charles H. Wildish had a host of friends inand out of the army. His genial manner and winning ways endeared him to all whoknew him. The entries in his diary show something of his thought and character,and on and between the lines can be read the joys and sorrows of a soldier’slife.

These lines were printed in the 28thRegiment’s reunion booklet for the year 1900. After the War, his body wasremoved to the military cemetery in Memphis, Tennessee.

 

Pvt.Edmond Wilkins; Co. A, 28thRegiment, Wisconsin Volunteer Infantry

    Edmond Wilkins was born 2 May 1843 inDorchester, County of Dorchester, England. He was one of eleven children. Hearrived in Canada on his birthday in 1859, arriving at Montreal, Canada, and in1860 relocated to the Village of Waukesha, Wisconsin. In 1862 he moved to theTown of Lisbon, six miles north of Waukesha.

On 12 February 1864, Wilkins enlisted as aRecruit in Company A, 28th Regiment, Wisconsin Vol. Infantry, going to CampRandall in Madison, and from there joining the 28th Regiment at Pine Bluff,Arkansas in April 1864.

While on a march Pvt. Wilkins became sunstruck and was in the hospital and on sick list for some three months.

On 22 February 1865 the Regiment wasordered to Mobile, Ala., going by boat down the Arkansas and Mississippi Rivers.While crossing the Gulf on the old flat-bottomed boat Belvedere they ran into asevere storm and thought it was the last, but soon arrived safe and sound atFort Morgan on Mobile Bay. There they were ordered to Spanish Fort to take partin its capture, and were under fire for 13 days. From the noise of thebombardment, Pvt. Wilkins was made deaf in his right ear.

After the capture of Spanish Fort theRegiment was ordered to Texas and was discharged at Brownsville, Tex., August23d, 1865 and ordered home.

Edmond Wilkins joined Wm. B. Cushing PostNo. 19, Department of Wisconsin, December 12th, 1890, and held the offices ofJunior Vice Commander, Senior Vice Comander, Officer of Guard.

He is buried at Prairie Home Cemetery inWaukesha, Wisconsin.

28th Regiment Wisconsin Volunteer Infantry Company “Q”

Friends and Descendants of the 28th Wisconsin

        Like most regiments, the 28th Wisconsin was divided into ten companies, each given a letter designation of A through K (the letter “J” was not used). During post-war regimental reunions, “Company Q” was the name coined for the group of friends or relatives who were accepted as honorary members of the regimental society.

 

“. . . I am chairman of a committee appointed two years ago to consider the matter of perpetuation of this organization (the Society of the 28th Wisconsin Volunteer Infantry) through the sons of the first generation. The committee has met informally, never had a regular committee meeting; but we deem it impossible to do anything except by way of increasing Company Q. I think every last one of us is united in the thought of keeping up this organization as long as there is a single member of the old 28th left. We are afraid when the last member passes away the organization will go. The younger generation cannot have the same spirit because we were not, like you, for four years at the front . . . I do not see how this organization can be perpetuated. The 28th is too good to live after it is dead”.

    Whenwar was declared, Town of Lisbon Union volunteers were called on to meet the challenge. AfterApril 20, 1861, the enthusiasm ran high, and there being just one WaukeshaCounty recruiting office at first, large numbers of men enlisted in Milwaukeeand adjoining counties, no one being aware at the time that the county wouldneed all the men she could spare to fill her own quota and avoid a draft. Thesame is true that some men probably enlisted in Townships other than their ownbecause the Town of Lisbon recruiting office wasn’t setup as quickly asothers.  (Note: Henry Phillips was appointed April20, 1861 to the 1st Waukesha County Central Committee, from the Town of Lisbon,to receive subscriptions and push on war measures. Subscriptions were monetarypledges by Waukesha County citizens to provide all needful assistance to thefamilies of those who may enlist in their country’s service, during their termof enlistment. Later pledges were made to furnish wood, meat, flour, andprovisions to soldier’s wives and children. Men offered houses free of rent;physicians offered medical attendance free of charge. Unfortunately, inDecember, a large number of subscribers refused to pay their assessments. Thisbrought a storm of letters from soldiers, who complained bitterly.     Thefirst draft of men from the Town of Lisbon began in the Waukesha County CourtHouse on Monday, November 10, 1862; from it 29 were drafted and 32 exemptions(the Examining Surgeon opened his office in Waukesha on September 1, 1862) weregiven. Some men may have simply “skedaddled” to Canada. The September1862 quota of men for the town was 78; the draft filled the quota thatvolunteers couldn’t fill. The Conscription Act gave drafted men the samebounties as volunteers. The date a man mustered in or enlistedmay indicate whether he volunteered or was drafted.

     In the summer of 1863, Wisconsin responded to PresidentLincoln’s call for troops by requiring men between the ages of 18 and 45, who hadnot already enlisted in the volunteer force, to be enrolled in the state militia.

County commissioners were appointed to oversee thisenrollment with lists being created for each township. Once the lists werecomplete, claims of disability and conscientious objection could be made, withobjectors being allowed to pay $200 to “commute their obligation”.Others considered exempt included telegraph operators, skilled workers in gunfactories, engineers and firemen on the railroads, and ministers; however, manyof these men may have volunteered.

The actual draft from this listing occurred on November12, 1863 in the United States Court room in Milwaukee (since the Waukesha CountyDraft Commissioner was abolished); the Town of Lisbon was required to provide 24men. (Note: During the week before October 13, 1863 [WaukeshaFreeman], the Waukesha County Central Committee met and named several Townof Lisbon persons to form a committee to co-operate in organizing the Town’sUnion men for political purposes, and to counteract the treason uttered andtaught by copperhead speakers and papers throughout the County. They were GeorgeCairncross, Richard Cooling, and William Small. Note: In May, 1863, GeorgeCairncross was appointed to make the enlistment roll quota in the Town of Lisbon.He was to discover and record the number of men fit for military duty. Many of the names under the Aug 1863Wisconsin State MilitiaEnrollment are there for this reason; they may not have served during the waryears. These surnames, from published listings in the WaukeshaFreeman, datedAugust 4, 1863 and August 11, 1863, are preceded by an asterisk (*),but no entry has been found in either volume of Wisconsin Volunteers, War of theRebellion, 1861-1865.

Another draft was held on Friday, September23, 1864 (also in Milwaukee), but the Town of Lisbon’s quota was filled by allvolunteers this time. The last draft was in February 1865; Lisbon’s quota was 22men, but a few weeks later, General Lee surrendered to end the Civil War. Thedate a man mustered in or enlisted may indicate whether he volunteered or wasdrafted.

Surnames preceded by a question mark (?) are thoseindividuals cited by The Historyof Waukesha County, 1881 as being in a particular Regiment, but no entry hasbeen found in either volume of Wisconsin Volunteers, War of theRebellion, 1861-1865. Those that have been located have additionalinformation provided; some indicate that their place of residence wasn’t theTown of Lisbon. There may be several reasons for these differences.

     Many of the names here may not have served during the waryears. These surnames, from published listings in the WaukeshaFreeman, datedAugust 4, 1863 and August 11, 1863, are preceded by an asterisk (*),but no entry has been found in either volume of Wisconsin Volunteers, War of theRebellion, 1861-1865.

    In the summer of 1863, Wisconsin responded to PresidentLincoln’s call for troops by requiring men between the ages of 18 and 45, who hadnot already enlisted in the volunteer force, to be enrolled in the state militia.

County commissioners ( Note: In May, 1863, GeorgeCairncross was appointed to make the enlistment roll quota in the Town of Lisbon.He was to discover and record the number of men fit for military duty. Source: TheHistory of Waukesha County, 1881.) were appointed to oversee thisenrollment with lists being created for each township. Once the lists werecomplete, claims of disability and conscientious objection could be made, withobjectors being allowed to pay $200 to “commute their obligation”.Others considered exempt included telegraph operators, skilled workers in gunfactories, engineers and firemen on the railroads, and ministers; however, manyof these men may have volunteered.
